The Program Coordinator supports Local Workforce Impact Programs by delivering services to specialized populations and barrier-impacted jobseekers. This role conducts community outreach, coordinates program activities, facilitates workshops, and performs intake and eligibility screening. The coordinator provides individualized service navigation to help participants achieve their employment and training goals.
The position performs a range of paraprofessional and professional coordination duties, working closely with internal and external stakeholders to ensure high-quality service delivery. Regular face-to-face interaction with customers is required. The coordinator also collects and maintains program data, performing basic to intermediate analysis to support reporting and program improvement. Supervision is received from the Manager Workforce Programs.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. - ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
- Maintain office website, coordinate with project managers, and assist in developing program outreach materials
- Create newsletters, coordinate outreach meetings, community events, and gather information for annual reports
- Research, implement, and provide technical support on new technology resources/platforms to improve workflow, outcomes, and access to program services
- Update and maintain office records and other manual and computerized files and filing systems
- Develop and administer workforce training and workshops
- Develop and implement targeted outreach strategies, conduct community-based engagement (including Mobile Career Center events, hiring fairs, and partner meetings), and build strong partnerships with community organizations and employers to expand program reach
- Specializes in the coordination, eligibility determination, and tracking and analyzing data for programs under several federal, state, and local grants
- Assist in planning, preparing, and implementing program activities
- Facilitate group workshops and individualized employment readiness sessions; provide coaching, mentorship, and barrier-mitigation support using trauma-informed, strengths-based, and motivational interviewing approaches.
- Develop individualized employment and training plans and connect participants to supportive services such as transportation, childcare, reentry supports, and recovery resources
- Ensure program activities align with federal, state, and local workforce requirements; maintain awareness of internal policies, grant rules, and reporting needs.
- Support process improvement efforts and apply workforce development best practices to strengthen program quality and service delivery
- Review applications and determine appropriate employment service, Conduct intake, eligibility screenings, and needs assessments; maintain electronic case files and ensure timely, accurate data entry into approved systems
- Track participant outcomes, prepare supportive service and training funding requests, and create vouchers
- Coordinate the Mobile Career Center (MCC) outreach schedule, including site logistics, staff assignments, community partner coordination, and maintenance of outreach activity records and mileage documentation.
- Serve as an authorized MCC operator and coordinate the training of staff on Mobile Career Center operations, safety practices, and equipment use; maintain required operational records.

- QUALIFICATIONS AND REQUIREMENTS
The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:
- Associate’s degree in public administration, business administration, or a related field.
- 2 years of experience in education, human services, training, grants, workforce development, service coordination, or similar.
- Possession of a valid driver’s license
Substitutions for the above-listed required education and experience are a High School diploma with 4 years experience as described above: Bachelor’s degree in public administration, business administration or related field.

- Curriculum development, lesson planning, and group instruction skills, with the ability to conduct group educational activities
- Ability to establish and maintain effective working relationships and communication with coworkers, other county departments, program participants, and the general public
- Ability to understand and analyze various types of program participation metrics
- Ability to effectively represent Frederick County Workforce Services to the public, business, and local, state, and federal officials
- Ability to independently manage projects and produce outcomes consistent with objectives
- Ability to be flexible and adapt to program and project changes and priorities
- Ability to effectively organize work, establish priorities, manage time, and complete assigned duties with minimal supervision in a fast-paced environment
- Ability to problem solve and collaborate as part of a team
- Ability to navigate and organize meetings through digital literacy with various programs
- Ability to create and edit content for newsletters, promotional materials, etc.
- Ability to create reports and presentations
- Ability to prepare cohesive documentation with few errors that reflects appropriate information
- Ability to develop and maintain effective working relationships and partnerships
- Ability to obtain and maintain knowledge of assigned program and its operations
PREFERENCE MAY BE GIVEN FOR:
- Secondary written and spoken language skills (Spanish or other)
- Related workforce development certifications
