Description
The Maryland-National Capital Park and Planning Commission (MNCPPC), Prince George’s County Department of Parks and Recreation (DPR), Capital Planning & Development Division (CPDD), is seeking an eBuilder System Administrator (Trimble Unity Construct) to support its capital development program.
Under general direction, this position performs advanced-level information systems administration, analysis, configuration, and support for DPR’s departmentwide Project Management Information System (PMIS). The eBuilder system is a cloud based Software as a Service (SaaS) construction management platform used to manage over 200 active capital projects from planning through construction and into operations.
The position applies information systems analysis methods and system administration techniques to ensure the PMIS is properly configured, maintained, and enhanced to support consistent project delivery, reporting, and business workflows across the capital program. Work is performed with considerable independence, requires the exercise of judgment and initiative, and has a departmentwide impact on capital project management processes and information systems.
Examples of Important Duties
Core Functions (Approximately 70%)
- Serve as DPR’s primary e-Builder system administrator and department-wide technical point of contact for PMIS administration and support.
Administer, configure, and maintain system level settings and parameters, including workflows, templates, dashboards, user roles, permissions, and security features.
Monitor system performance, automated processes, scheduled outputs, and reporting routines; identify, troubleshoot, and resolve system issues in accordance with established procedures and vendor guidance.
Analyze capital program business processes, workflows, and information requirements; apply information systems analysis techniques to configure or customize PMIS functionality to support operational needs and standardized practices. 2
Develop, maintain, and validate system data fields, reports, dashboards, and outputs; support database driven reporting functions and ensure data integrity, consistency, and usability across projects.
Coordinate with division leadership, program managers, project managers, IT staff, consultants, and vendors on system enhancements, upgrades, testing, and deployments.
Assist with defining system requirements, documenting change requests, and coordinating or supporting user acceptance testing for major workflow or configuration changes.
Ensure adherence to established project management standards, documentation practices, and data governance across the capital program.
Provide advanced technical support and guidance to internal staff, external consultants, and other system users.
Develop, maintain, and deliver system documentation, standard operating procedures, and training materials.
Support user onboarding, training, and ongoing system adoption and effective use.
Secondary Responsibilities (Approximately 30%)
Maintain awareness of current industry trends, PMIS platforms, SaaS solutions, and public-sector capital project management best practices.
Participate in professional development and training activities to maintain technical knowledge and skills.
Provide functional guidance or technical assistance to lower level staff as assigned.
Perform related duties as required.
The ideal candidate is a highly organized, analytical, and self-directed systems professional with strong problem-solving and communication skills. The candidate is capable of independently planning and carrying out information systems administration and analysis work while balancing multiple priorities and collaborating effectively with both technical and nontechnical stakeholders in support of a large, complex capital program.
Minimum Qualifications
- Bachelor’s Degree in Information Systems, Computer Science, Geographic Information Systems or any related field.
- Four (4) years of experience in applications support and development.
- An equivalent combination of education and experience may be substituted, which together total eight (8) years.
- Depending upon area of assignment, a valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
Preferred Qualifications
- Experience administering and supporting enterprise information systems, including Project Management Information Systems (PMIS), databases, and reporting tools; e-Builder experience preferred (training provided).
Proficiency with modern office and enterprise software, including Microsoft Word, Excel, Outlook, and database driven applications.
Demonstrated ability to analyze business processes and workflows, support system configuration or customization, and develop reports and technical documentation.
Strong organizational skills with the ability to manage multiple priorities, meet deadlines, and work effectively in a high volume, deadline driven environment.
Effective written and verbal communication skills, including the ability to prepare correspondence, reports, training materials, and system documentation.
Ability to exercise independent judgment, initiative, and problem-solving skills to identify issues and develop practical solutions.
Knowledge of construction or capital project workflows, terminology, and contract documentation as they relate to enterprise project management systems.
Strong interpersonal skills and the ability to work collaboratively with managers, technical staff, vendors, and end users across the organization.
Working Conditions
Work is typically performed in an office environment. The position operates in a high volume environment with moderate pressure to meet deadlines. Occasional overtime, after hours, or on-call work may be required. Some work may involve confidential or sensitive information.
